| With the NHL regular season in the books, thirteen of the 14 teams that failed to qualify for the Stanley Cup Playoffs will have a chance at winning the right to the first overall pick at the 2014 NHL Draft. The top-seeded Buffalo Sabres (25.0 per cent) have the best chance of winning the lottery, followed by the Florida Panthers (18.8 per cent), Edmonton Oilers (14.2 per cent), Calgary Flames (10.7 per cent) and New York Islanders (8.1 per cent). The Vancouver Canucks (6.2 per cent), Toronto Maple Leafs (3.6 per cent), and Winnipeg Jets (2.7 per cent) complete the group of five Canadian teams with a chance to choose first overall. The Ottawa Senators first-round pick is property of the Anaheim Ducks, who acquired it in a trade for Bobby Ryan. The Devils will receive the 30th overall pick regardless of their final standing as penalty for cap circumvention in signing Ilya Kovalchuk. The Devils will still be included in the lottery drawing with the same odds that would have normally been assigned to the club. In the event the Devils win the lottery, a re-draw will be conducted to select a different recipient of the first overall selection in the first round. The New York Islanders may not have a first-round pick, as they must surrender either their 2014 or 2015 first-round draft pick to the Buffalo Sabres as part of the trade that sent Thomas Vanek to New York. The Islanders decide which pick to surrender prior to the 2014 NHL Draft.
